Former East Contra Costa cop pleads no contest in tequila for fixed traffic tickets bribery scheme PITTSBURG — A former policemen with both Antioch and Pittsburg pleaded no contest to felony conspiracy and misdemeanor evidence tampering charges in a Thursday court hearing, marking the first criminal conviction that has come from a massive criminal investigation that led to charges against 14 East Contra Costa officers.Timothy Manly Williams pleaded no contest to one count of felony conspiracy to commit and injurious act to a public cause, and one count of misdemeanor evidence altering. On July 11, 2022, SJPD responded to the 6400 block of Hellyer Avenue for the report of an adult male in distress. The man died at a local hospital. County pledges to reform CPS after San Jose infant dies from overdose The death was ruled a homicide by the Santa Clara County Chief Medical Examiner-Coroner's Office on Dec. 12.
